Clarification on Project Delays for the Mendi Power House – Request for Immediate Resolution
To All Concerned Parties,
We hope this letter finds you well. We wish to formally address the ongoing delays affecting the Mendi Power House Project and to clarify the circumstances contributing to the current situation.
First and foremost, we would like to emphasize that the delays being experienced are not the result of inaction on our part. Our team has continuously worked to push the project forward and has made several attempts to complete the installation of the generators as required.
In support of progressing the works, we have already undertaken and completed the following:
• Road backfilling works to improve access;
• Strengthening of the bridge structure with additional steel reinforcements to ensure the safe transport and installation of heavy equipment.
• Preparatory works at the project site in readiness for generator installation.
Despite our readiness to proceed, two key issues—both outside of OPL’s responsibility and control—continue to prevent us from completing the installation:
1. Pending MOU Between PPL and SHPG
The Memorandum of Understanding (MOU) between PNG Power Limited (PPL) and the Southern Highlands Provincial Government (SHPG) has not yet been finalized due to outstanding concerns raised by PPL. This matter requires urgent attention and direct dialogue between both parties so that a clear path forward can be agreed upon.
2. Security Concerns Raised by PPL Security Personnel
We have been informed that PPL security personnel are requesting compensation
before allowing further progress on site. This issue needs to be clarified and resolved at the appropriate level—whether by PPL or SHPG—to ensure that site access is secured and operations can continue safely.
We would like to reiterate that OPL is fully prepared and committed to completing our remaining scope of works. We are only waiting for the above matters to be resolved by the responsible parties so that we may proceed with the generator installation without further interruption.
We respectfully request that these two issues be addressed promptly, as any further delays will continue to impact the overall project timeline. We thank all parties for their cooperation and remain available for any meeting or discussion needed to resolve these matters.
